The GAN Halo Timer Mat protects the cube first. Three millimetres of padding absorbs a cube dropped hard at the end of a solve, which is what saves the finish on a glossy puzzle. The surface also stops it skidding away from you.
The GAN Halo Timer Mat is vertically oriented at 254mm by 318mm, and the edges are sewn rather than cut so they do not fray with use.
The two punched holes are for the GAN Halo Smart Timer, which comes with the screws. They fit that timer only. If you have the older GAN Smart Timer, GAN Timer Mat (Black) 300mm x 300mm is the one with the right fittings.
